WHAT ARE THE INSTITUTIONS RELATED TO EXPORTS AND THEIR FUNCTIONS?
Ministry of Trade of the Republic of Turkey
The Ministry of Trade is a ministry established to carry out the country’s domestic and international activities in accordance with the conditions of the day. The Ministry of Trade is responsible for the execution of Turkey’s projected import and export plans in the form of annual programs.
What are the duties of the Ministry of Trade?
- Helping to determine the main objectives and policies related to Foreign Trade,
- Developing and executing the determined foreign trade policy,
- Taking necessary measures for free trade practices,
- To ensure that these measures are implemented in the relevant institutions.
The services provided by the Ministry of Trade are as follows;
- Publishing foreign trade legislation, training programs and reference resources,
- Providing market development services such as country desks, sectoral information, target countries,
- Utilizing financing instruments such as government incentives, inward and outward processing regimes, and Eximbank loans,
- Commercial opportunities, such as commercial demand matching, publishing a foreign requests bulletin and an international tenders bulletin.
Ministry of Customs and Trade
In 2011, the Undersecretariat of Customs was abolished and the Ministry of Customs and Trade was established and its powers were reorganized. Also in 2011, the Chief Directorates of Customs and Enforcement were abolished and Regional Directorates were established. The duty of the Ministry of Customs and Trade is to ensure the implementation of customs legislation regulating exit and entry procedures in accordance with the provisions of foreign trade legislation.

TIKA (PRIME MINISTRY – TURKISH COOPERATION AND DEVELOPMENT AGENCY) AND SERVICES PROVIDED
Publications in order to examine the economic structures of countries and determine sectoral priorities, profiles of each country are prepared and sectoral surveys are conducted. Education, Culture and Social Cooperation The Bank is involved in the establishment and development of cooperation in the fields of education, culture and other social issues with countries on the development path, including the Turkic-speaking Republics and countries neighboring Turkey. Economic, Commercial and Technical Cooperation Preparation of the programs that developing countries will need in the process of transition to a free market economy, assistance in banking, financing activities, insurance, foreign trade, statistics, budget and tax system, preparation of cooperation programs and projects in economic, commercial and technical fields in accordance with the development goals and needs of these countries or coordination of their implementation.
EXIMBANK
Turk Eximbank was established in 1987 to close the financing gap in foreign trade. Its first name was the State Investment Bank. It meets the financing needs of the export sector in line with developments in the world and Turkish economy. In doing so, Türk Eximbank provides services to a wide range of customers, from manufacturers and overseas contractors to tourists, international transporters, and providers of foreign currency-earning services such as software, project design and consultancy. In addition to “Export Credit” programs that provide financing to the export sector at affordable costs, Turk Eximbank also offers “International Credit and Guarantee” programs that are designed to improve economic and political relations between Turkey and its counterpart countries, and “Credit Insurance” programs that provide assurance to the export sector against political and commercial risks. Since its establishment, the Bank has been continuously implementing new programs by taking into account the demands and needs of the export sector and has been trying to meet the financing needs of the sector by making changes in its existing programs.
COUNCIL OF EXPORTERS OF TURKEY
The Turkish Exporters Assembly was established in 1993. It is the top private sector representative of exports in Turkey as the umbrella organization of 13 General Secretariats of 13 Exporters’ Associations, 60 Exporters’ Associations and more than 67,000 exporter companies registered to them.
What are the Duties of the Turkish Exporters Assembly?
- Representing Turkey’s exporters at home and abroad,
- To ensure coordination and solidarity among Exporters’ Associations,
- To contribute to the studies carried out by other institutions and organizations,
- To work towards achieving the set export targets,
- To take part in the determination of export targets and policies.
What is Kosgeb?
KOSGEB, which stands for Small and Medium Industry Development and Support Administration, is an institution that supports entrepreneurs. Anyone who wants to go into business and start their own business needs capital and support to realize these plans. At this point, institutions such as KOSGEB emerge and support entrepreneurs in creating new business areas. This both contributes to Turkey’s economy and has a major share in the fight against unemployment by creating employment. KOSGEB was implemented in our country in order to increase the share and impact of small and medium-sized enterprises in the industry. Thanks to KOSGEB, many businesses are being established, and the businesses that are already operating can continuously improve themselves in terms of competition level.
Union of Chambers and Commodity Exchanges of Turkey (TOBB)
The duty of TOBB is to ensure unity and solidarity among chambers and exchanges, to ensure the development of trade and industry in accordance with the general interests, to facilitate the professional activities of its members, to protect professional discipline and ethics in order to make honesty and trust prevail in the relations of members with each other and with the public.
WHAT ARE THE DUTIES OF TOBB? - Provides its members with all kinds of information that may be useful in the fields of trade, economy and international cooperation; prepares economic reports on country, province and sector basis.
- It conveys its views and solutions to the political power in line with the needs of the private sector
- Submits its opinions on laws and regulations to relevant ministries and parliamentary committees
- Provides information and consultancy services through our chambers and stock exchanges in order to ensure that Small and Medium Enterprises, which constitute its base, get the share they deserve from the economy
- Establishes institutional ties with foreign counterpart organizations, signs cooperation agreements, mediates in order to resolve disputes between Turkish and foreign companies amicably

SCIENTIFIC AND TECHNOLOGICAL RESEARCH INSTITUTION OF TURKEY (TUBITAK)
TÜBİTAK, which is the relevant organization within the scope of the Communiqué on Research and Development (R&D) Aid (No: 98/10), supports our exporters in the implementation of this aid and on the basis of other state aids and all kinds of other technical supports in terms of technological development. It determines the Science and Technology policies of our country.
TURKISH STATISTICAL INSTITUTE (TÜİK)
Its main task is to compile data and information in the fields required by the country, to produce, publish and disseminate the necessary statistics
CENTRAL BANK OF THE REPUBLIC OF TURKEY
The Central Bank of the Republic of Turkey assists exporters by issuing circulars on foreign exchange, export and transit trade practices within the framework of monetary and foreign exchange policies.

MINISTRY OF FOREIGN AFFAIRS
The Ministry of Foreign Affairs assists exporters in visa procedures abroad, in coordination with trade counsellors or in solving problems faced by exporters in export countries where trade counsellors are not available.
DEIK
Established in 1985, the Foreign Economic Relations Board (DEİK) is tasked with coordinating the foreign economic relations of the Turkish private sector, particularly in foreign trade, international investments, services, contracting and logistics; exploring investment opportunities in Turkey and abroad; contributing to increasing Turkey’s exports and similar business development activities.
